The second technical meeting took place on the 6th and 7th October 2014, in Lisbon.

This 2-day meeting focused on the presentation and discussion of a report on strategies to stop human rights violations of children with mental disabilities. Key global mental health leaders presented lectures on the rights of people with mental disabilities. The short film Mind Rights Film Festival and its Award Ceremony also took place during the Forum.

The Mind Rights Film Festival, fostered and supported by the Gulbenkian Global Mental Health Platform and the Calouste Gulbenkian Foundation, is a short film festival and international competition that focuses on showcasing cinematographic works that deal with mental health issues, in order to promote the rights of people with mental disorders. The short film Mind Rights Film Festival and its Award Ceremony will also be held during the Forum.
